As part of its ambitious strategic plans to enhance digital empowerment and support decision-makers, the General Information Authority today announced the official launch of the Open Government Data Platform at the link: opendata.gia.gov.ly. This national project represents a significant shift toward a data-driven government to serve citizens and promote sustainable development.

This national initiative aims to activate a system of transparency and support innovation by enabling various segments of society — citizens, researchers, entrepreneurs, and public and private institutions — to access non-sensitive government data. The platform will allow beneficiaries to:

– Develop new digital applications and services.

– Enhance effective community engagement.

– Support evidence-based and reliable data-driven decision-making.

In its first phase, the platform includes essential components that ensure effectiveness and ease of use, including:

– Open government datasets prepared for publication according to approved data quality standards.

– Advanced application programming interfaces (APIs) that enable automated data reuse.

– Interactive and analytical indicators covering various national sectors.

Simultaneously with the launch of the platform, the authority revealed the draft of the national policy for open government data in Libya. This draft aims to establish the regulatory framework for publishing and reusing data, ensuring quality, protecting privacy, and enhancing the readiness of government entities.

The authority also issued the National Technical Guide (Standard & Metadata Guide) for implementing the policy, which specifies:

– Classification of data according to sensitivity level.

– Standardized criteria for metadata.

– Publication mechanisms, quality assurance, privacy protection controls, and restrictions on publishing sensitive data.

The authority confirmed that it will distribute the national policy and the technical guide to government entities for official adoption. This comes in preparation for the next phase, which involves expanding the range of available data and linking the platform to government systems through the National Data Distributor (LY-NDEX), to ensure smooth and reliable data flow.
