Today, January 28, marks Data Protection Day, an international occasion that reaffirms that data is no longer just a technical resource, but has become a sovereign asset and one of the most important pillars of national security, decision-making, sustainable development, and prudent digital transformation. In this context, the General Information Authority plays a pivotal role in leading and organizing the national data system in Libya, based on its legal and institutional responsibility to build a reliable national system for data and information, balancing data accessibility and protection, as well as innovation and compliance. This role has been embodied through a number of strategic pathways, most notably: – The National Policy for Government Data Governance, which established a clear national framework for managing government data, defining roles and responsibilities, and promoting the principles of: ownership, quality, privacy, security, transparency, and accountability, ensuring the responsible use of data across various sectors. – The National Directory for Government Data
which serves as a unified practical reference for government entities to organize the data lifecycle from collection to storage, processing, sharing, and publication, following best practices and international standards, and enhancing institutional integration while reducing redundancy.

– Law No. (4) regarding the National Information System
which forms the legal foundation governing the national information system, strengthens the principle of data protection, regulates its circulation and use, and emphasizes the state’s role in safeguarding information, ensuring its reliability and security.
Today, data protection is not merely a technical option but a national commitment that requires integration between policies, legislation, institutions, capacity building, and the establishment of an institutional culture that understands that digital trust begins with data protection.
On this day, we reaffirm that building a modern digital Libya necessarily passes through sound, secure, and responsible data governance, led by the state, serving the citizen, supporting development, and protecting digital sovereignty.
