In a strategic step towards enhancing digital inclusion in Libya, the General Information Authority organized yesterday, Wednesday, at its headquarters in the capital Tripoli, a national consultative workshop on “Ways to Implement the National Digital Accessibility Policy.” This workshop was held in cooperation with the Economic and Social Commission for Western Asia (ESCWA) and aims to take this policy from the planning stage to actual implementation.
The workshop was inaugurated by the Chairman of the General Information Authority, Engineer Abdel Baset Al-Baour, who emphasized in his speech that this policy, adopted by the Presidency of the Government in April 2025, represents the cornerstone of the state’s plan to bridge the digital divide. Al-Baour pointed out that the upcoming phase will see mandatory compliance with the standards of this plan by all public and private institutions involved in providing digital services, to ensure that everyone, especially persons with disabilities and the elderly, has access to information and communication technology.

Mr. Abdel Fattah Ragab, an IT enthusiast and an international trainer for visually impaired individuals, also praised the efforts made by the authority in implementing the national digital accessibility policy and in enabling people with disabilities to use technology and information technology.
The workshop witnessed notable international participation through Dr. Mohamed Nawar Al-Awa, the regional advisor for the ESCWA Committee, who joined via Zoom. He reviewed the frameworks for technical cooperation to support Libya in achieving the Sustainable Development Goals through digital accessibility.
The events were also attended by a group of general directors of sectoral information and documentation centers, a select group of representatives from governmental and civil institutions, experts, and specialists who enriched the scientific sessions with discussions on mechanisms to overcome barriers to digital access.
The main focus points of the workshop revolved around reviewing the timeline from the launch of the plan in 2023 to government approval in 2025, discussing the technical standards that institutions must follow to facilitate people with disabilities’ access to electronic services, and exploring ways of coordination among various sectors to ensure a unified and comprehensive implementation of the national policy.
