Within the framework of implementing the National Digital Transformation Strategy 2023–2030, the General Information Authority announced the launch of the pilot phases for the second level of the National Digital Identity System (LY-DNID). This is a new step to boost digital transformation efforts in Libya, following the success achieved by the first level in enabling electronic communication services between government systems (G2G) and their adoption in a number of institutions and public entities.
The second level aims to expand the scope of use to include electronic services directed at citizens, through direct identity verification and offering multiple levels of authentication, in addition to direct integration with the National Data Distributor LY-NDEX and the LY-DNID Digital Identity Management System, enhancing safe and seamless access to digital government services.

 The authority affirmed that the launch of this pilot phase represents a pivotal step towards building a digital Libya based on a secure and reliable digital identity, which contributes to enhancing the efficiency of digital government services.

The authority also explained that the upcoming steps will include further strengthening the integration between government systems (G2G), with the digital identity being launched as a service directly for citizens once the necessary technical preparations are completed and safe operational requirements are met.he authority continues, in partnership with relevant national entities, to work on completing the remaining operational levels of the digital identity in line with global best practices.
