Within the framework of implementing national directions for digital transformation, and enhancing the effective use of data as a strategic asset of the state, the General Information Authority participated in the activities of the specialized technical workshop organized by the Libyan Zakat Fund Office entitled “From Launch to Development,” which was hosted by the Corinthia Hotel Tripoli, with the participation of a select group of specialists in technical, legal, and administrative fields.
The authority was represented in the workshop by the Director of the National Database, Mr. Nader Melitan.
This participation comes within the context of the national role that the authority plays in consolidating the governance of government data, through the application of the National Guide for Government Data Governance, which forms the reference framework for organizing data management, ensuring its quality, enhancing its reliability, and defining the responsibilities of entities in collecting, processing, and exchanging it.
During its participation, the authority emphasized the importance of transitioning from traditional data management to an integrated institutional governance model based on:
Clarity of ownership and responsibilities (Data Ownership & Stewardship)
Ensuring data quality, accuracy, and continuous updating
Organizing data sharing through secure national integration frameworks
Enabling data-driven decision-making
It also emphasized the necessity of aligning the digital platforms of the Zakat Fund with the requirements of the national guide, which enhances:
Data integration via the National Data Distributor (LY-NDEX)
Reliance on digital identity as a reference for verification and trust
Application of the principle of not requesting the same data more than once (Once Only Principle)
Adopting cybersecurity by design as a fundamental pillar
The workshop witnessed qualitative discussions on developing the Fund’s digital platforms, highlighting the importance of transitioning to a governance-based digital maturity stage, which ensures the sustainability of services, improves efficiency, and raises the level of transparency.
These efforts are part of a national vision led by the General Information Authority, aiming to build a unified and governed government data ecosystem that supports institutional integration, enhances performance efficiency, and elevates the quality of government services according to best international practices.
