The Prime Minister, Engineer Abdul Hamid Dbeibeh, adopted today the National Charter for Artificial Intelligence Ethics and launched the National Strategy for Artificial Intelligence 2026–2030, during an official ceremony supervised by the Minister of State for Digital Economy and Artificial Intelligence Affairs, in a step aimed at consolidating the transformation toward a digital economy in Libya.

In his speech, he emphasized that launching the strategy represents an important national step toward building a future based on knowledge and innovation, stressing that artificial intelligence has become a pivotal tool for developing public services, raising the efficiency of government performance, and enhancing the competitiveness of the national economy, rather than being just a technical option.

He also explained that creating the portfolio of the Minister of State for Digital Economy and Artificial Intelligence reflects a clear government direction to keep pace with global transformations, affirming that the state aims to invest in national competencies and empower youth with the tools of the future, in addition to enhancing digital sovereignty and protecting national data.

The National Charter for Artificial Intelligence Ethics stipulates the consolidation of the principles of justice, transparency, and accountability, alongside safeguarding the rights of individuals and their digital freedoms, and protecting the national security and digital sovereignty of the state.

The charter also emphasizes the centrality of the human being in the technical process, considering that artificial intelligence systems are supportive tools for human decision-making and not a substitute for it, especially in sensitive sectors such as health, justice, and security. The charter constitutes a national reference for the government, private, and academic sectors, thereby enhancing societal trust and consolidating principles of good governance.

The National Artificial Intelligence Strategy seeks to establish a comprehensive and balanced digital transformation by developing digital infrastructure, building national capacities, and supporting innovation and entrepreneurship. This contributes to improving the quality of public services, enhancing national security, and sustainable development through a timeframe and phased measurement indicators that ensure the gradual and organized implementation of digital transformation programs across various vital sectors.

Furthermore, the strategy includes digital targets, among which are: enabling 80% of government entities to use artificial intelligence solutions, activating the national digital identity for 70% of the population, in addition to training and qualifying 10,000 employees in advanced technology fields, supporting the creation of 100 startups specialized in artificial intelligence, automating 50% of government transactions, alongside converting 70% of paper records into modern digital systems.

The adoption ceremony was witnessed by the attendance of a number of government ministers, the Chairman of the General Authority for Information, and the Chairman of the Board of Directors of the Telecommunications Holding Company, alongside an elite group of specialists and interested parties in the fields of digital transformation and artificial intelligence.
